He worked in the Vyatka region government as a translator, in a statistics committee, wrote a range of articles about Vyatka economy. He took an active part in founding the Vyatka public library. On the day when it was opened in 1837 he gave a speech full of love for books. He claimed, «A library contains a great deal of ideas where everyone will find what he is seeking».
Vyatka life has been reflected in Herzen's literary works — the novels “Memoir of a Young Man” and “The Past and Thoughts”.
In honor of 135th birth anniversary of A.I. Herzen in 1948 a monument was established by the library named after Alexander Ivanovich Herzen. It is interesting to note that to create the monument the sculptor has used the basement of the monument to Alexander III which was destroyed in 1937 along with Alexander Nevsky cathedral. Herzen came to Vyatka when he was younger than the sculptor V. S. Ryazantsev depicted him. However, it was the author's idea.
Establishing of the monument to Herzen was an important event since it was the first monument created in Kirov by the local artist and the first sculpture in the city after the war.
