It had been decided the Chapel to be built after the St. Andrew's relics were brought to Vladivostok. The Chapel's erection and the ceremony of breaking ground for the foundation stone began in the August of 2004.
The large naval structures, Architectural Institute of the Far Eastern State Technical University (under Professor Moor's auspices), and the Central Scientific Research Institute of the Ministry of Defense of the Russian Federation became the initiators and the inspirational figures of the project.
The solemn opening of the Chapel took place 9 months later, on 12 of May 2005, and was dedicated to the 60 anniversary of the Great Victory. The archbishop of Vladivostok and Primorsky territory Benjamin consecrated the Chapel in the name of the St. Andrew the First-called Apostle.
