The monument is dedicated to the friendship between Japan and Primorsky krai. The monument is situated in the little public garden not far from the Pokrovskiy Park and Far Eastern Federal University.
The monument was installed in 2002 upon the initiative of Toidzumi Yoneko who was the chairman of the Japan-Primorsky Territory friendship society. There was the Buddhist Temple of Uradzio Khongadzi from 1914 to 1937.
In addition, the elementary school for child worked here.
The monument is decorated with the inscriptions in Japanese hieroglyphs from the both sides. It has an interesting shape and iron inserts that give to monument the especial inimitable architectural appearance.
The territory around the monument is improved due to the growing shrubs and flowers. The monument is in accessible for visiting and serves as the proof of the friendly relationship between Japan and Primorsky krai.
